Service creation issues
This issue is now resolved. Some impacted services are still being restarted on healthy nodes.
Cause of Issue:
A networking service was experiencing an issue which resulted in services which were collocated with that service failing to create or failing to come back up after a restart. The issue was solving by updating the cluster configuration. A full RCA is underway.
